‘A strong market and a strong government’ is one of the leading principles of contemporary public policy. The EU and its Member States attach value to allocation through markets and equally to the delivery of services of general interest. Experience shows that liberalisation and deregulation does not automatically lead to the desired results. A cautious balancing act is often required in opening up markets, certainly in sector specific regulation.
