Health care systems around the world are evolving into increasingly complex markets. These markets are also no longer confined to national borders. Market forces play a major role in the organization of the provision of health care. Examples include changing the financial incentives or management structures in a particular health system or introducing new regulations to control health technology. It is widely acknowledged that the free play of those market forces, as can be witnessed a.o. in developing countries, could have negative consequences for the quality of and equal access to health care. Many countries in the European Community have had extensive supply-side regulation to counteract such possible negative consequences, but have started to reform in recent years to allow for a more demand oriented approach to health care provision. While traditional forms of regulation are being abolished new regulation aims to regulate health care markets, to improve quality of care with a more active role of inspectorates and a focus on patient rights and the role of patients as consumers of health care.
