Ferry Philipsen, partner at ECORYS Netherlands, presently heads the ECORYS Macroeconomics and Public Finance Management Unit. He has professional experience of more than 15 years. He is a high profile expert and highly experienced project director. He has managed and contributed to several macroeconomic and public finance projects on behalf of ECORYS. Ferry has been involved in different Budget reform and institutional strengthening projects in accession, transition and developing countries. Over the last few years, Ferry has acquired wide experience in assessing and analysing the relevance, efficiency and effectiveness of EC conditions for disbursement of budget support / balance of payments support to third countries, i.e. Bosnia & Herzegovina, Romania, Serbia and Montenegro, Georgia for DG ECFIN. Ferry has focused his work on both content issues and institutional strengthening. In the many projects and assignments Ferry acted as team leader or project director able to complete the projects successfully. In addition he has outstanding skills and know how in organisation, development and provision of interactive training courses, among others on project cycle management, multi-annual budgeting, performance budgeting and measurement, strategic planning costing, fiscal impact assessment and budget preparation and execution.
