This project was the first lot of the second part of the EU-financed project "Administrative Reform II - Human Resource Development". The overall objective was to contribute to the creation of a public administration which should become merit based, professional and accountable, with a strong public service ethos, respected by citizens and businesses, and which would be able to support the establishment of the Russian Federation as a highly developed, law based state characterised by a high standard of living and social stability. The focus of the project is also on human resource management and training of civil servants in public finance management.

Description of actual services provided:

• Institutional Strengthening of the Ministry of Finance to improve the efficiency and effectiveness of the budgeting process. Macroeconomic forecasting and simulation development.
• Drafting of new legislation.
• evelopment of a comprehensive debt management strategy.
• Improvement of data from other ministries and agencies.
