The European transport policy has been formulated in the White Paper “The European transport policy up to the year 2010: time to choose” (2001). This White Paper contains an action programme with about sixty measures to improve the quality and the efficiency of the European transport system.

A large part of the objectives of the White Paper must be delivered at the level of the Member States.
For this reason Directorate-General Transport and Energy of the European Commission asked a consortium of ECORYS (consortium leader), Atkins (UK) and Stratec (Belgium) to make an inventory of the national transport policy in the 15 “old” Member States and to indicate to what extent the national policies support or counteract the European policy. For each of the 15 Member States a separate report was produced, which contains an analysis of policy and institutional issues.
