IDEA Consult (an ECORYS company) designs for this study a conceptual and methodological framework for the analysis of the effects of the projects under the VIS-program (which aims to stimulate the innovation initiatives in Flanders through regional and cross-border collaboration) with the companies in Flanders.

The analysis is carried out on 4 levels:

1. the level of the ‘program’, where we analyse the program-design, its objectives and the results so far;
2. the level of the service providers, where we analyse 10 of these organisations in detail as ‘cases’; 
3. the level of the ‘client-companies’ where we have survey more than 100 companies about the effects; 
4. the level of the ‘environment’ of the VIS program, where we carry out a series of interviews with actors outside the network and the program.

The final report contains a series recommendation on future optimization of the VIS-program.
