Vanuatu: Assessment of PFM based on the Public Expenditure and Financial Accountability

The main objectives of this assignment were two fold:

to assess the performance of the Public Finance Management (PFM) system in Vanuatu using the Performance Measurement Framework (PMF) based on the Public Expenditure and Financial Accountability (PEFA) methodology and
to provide all stakeholders with an assessment of PFM in Vanuatu using the PEFA methodology. This methodology allows measurement of country PFM performance over time and is an important element of the strengthened approach to PFM, which recognises the need for strong government ownership.
