The Dutch government has made full liberalisation of the Dutch postal market conditional on the existence of a level playing field with Germany and the United Kingdom. To see whether a level playing field existed, ECORYS conducted a study to obtain a full overview of the existing barriers to entry and the identification of issues influencing a level playing field between Germany, the Netherlands and the United Kingdom. The main problem in the level playing field appeared to be the unequal treatment in exemption of VAT. As a result of the study, the Dutch government decided to postpone full market opening until 1 January 2008.
