Case Coastal expansion Hoek van Holland - Scheveningen, The Netherlands, 2004 PDF Print E-mail

It concerned the research for the financial feasibility of the coastal line expansion, an exploration of possibilities that are offered by Public Private Participation (PPP) in business development, and determination of future plans. Investigated were:

  • Determine the financial feasibility of programmes in case they can be realized in the mid-long term, with the possibility of fased or not fased expansion of the coastal line;
  • Determine if PPP is a feasible way for the realisation of the coastal line expansion;
  • Determine which share the PPP can deliver in the feasibility of the project;
  • Determine the design for the best form of cooperation; 
  • Determine specific constraints from public influence and possibilities op PPP in general.

Main Services provided by ECORYS were:

  • A cost-benefit analysis of spatial development versions whereby insight is gained about the extent public-private land development can contribute to finance coastal line expansion;
  • An inventory of preconditions of public private participation in coastal line expansion; and
  • An advice to explain how public-private parties should be involved in the PPP during spatial development, its realisation, and maintenance.
