ECORYS has carried out a social costs and benefits analysis (CBA) of the construction of a new deep sea Container terminal for transhipment containers in the port of Vlissingen (The Netherlands). This terminal is designed to serve the largest Container vessels. The expected container volumes have been forecasted using a market share model for the container flows in North West Europe. The savings in transport costs for the freight transport operators and also the avoided investments elsewhere have been assessed. These benefits are compared to the costs, such as those for investments, nature compensation and the negative impact on the environment. The CBA is, together with the environmental impact assessment, an important basis for decision-making by the provincial authority. Client: Province of Zeeland |
