A 2003 Public Expenditure Review (PER) was to update and expand on the 2002 review, while taking into account the major reorganization of the Ministry of Environment and Natural Resources that resulted in two separate ministries in January 2003: the Ministry of Water Resources Management and Development and the Ministry of Environment, Natural Resources and Wildlife. The main objective of the 2003 PER was to establish a platform for donor’s to provide budget support to help in economic recovery program and accelerate poverty reduction; and to provide the basis to achieve key Government policy objectives and outcomes by: (i) improving budgeting; (ii) improving budget implementation; and (iii) improving budget monitoring. ECORYS carried out the entire review process for water and environment by collecting and analyzing data and relevant information on the ministry’s expenditures (recurrent and development) for the period 1997-2002. ECORYS also prepared recommendations for: (i) resource re-allocation to be in line with the budget ceilings provided by the Medium Term Expenditure Framework (MTEF); (ii) future ministerial expenditures in order to build understanding on the way how resources are allocated and used; and (iii) requirements for change based on government policy priorities and the costs. |
