Evaluation on the Commission proposal for a directive on market access to port services in the EU
The objective of this study was to identify and evaluate the likely economic, social and environmental effects of the proposed directive at a European level. Where relevant ECORYS distinguished between the effects on providers of port services, port owners and port users. Furthermore, where it is considered that one or more types of provider of port services is/are likely to be particularly affected, this was identified. Given the diversity of port organisation throughout the EU, the ECORYS project team assessed the differences in impact for those ports that are privately owned and operated; operate on the so-called landlord model; and those publicly owned and operated. The purpose of this research was to provide policy makers at the Commission with an analysis of the problem situation related to the proposed Directive and to provide a clear overview of the main economic and social effects of the proposed Directive. This will help policy makers to make an informed decision on the Directive based on independent assessment of its effects.
