Ecorys was contracted at very short notice by UNDP to provide a team of independent assessors to monitor the nation wide population and housing census. In a couple of weeks, the programme team developed a monitoring plan and recruited and mobilised 100 assessors and organisational support staff from 25 countries. The team then mobilised across 35 states to provide assistance to the National Population Commission, and undertake detailed field surveys on: adequacy training of enumerators, enumeration activities and completeness of enumeration forms; procurement and supply of materials; payment of census workers; press coverage; monitoring by Civil Society organisations.
