Following a competitive tender in November 2006, the Romanian Ministry of Public Finance (PPIBL), Project Management Unit commissioned ECORYS to provide support to the Ministry of Public Finance in order to strengthen the PPP project evaluation capacity of the PPP Central Unit under the Managing Authority of Infrastructure. Moreover, ECORYS is commissioned to undertake a feasibility study on the establishment of a Local Infrastructure Investment Trust in Romania.

The overall objective of the Project is to provide a feasibility study on establishing a Local Infrastructure Investment Trust (LIIT) in Romania and to strengthen the analytical capacity of the PPP Central Unit form the Ministry of Public Finance with a view to set up the respective system at local level. This includes training in the field of PPP and mobilization of private finance at the local level.

the scope of work includes:

• A feasibility study, to be divided into four phases:
  - Alternative Fund design options;
   - Pre-test of fund structuring options with potential investors;
   - Fund prospectus;
   - Pre-marketing of the LIIT;
• General and on-the-job training for the PPP Central Unit and NIC Office Staff in general (evaluated by training participants – on a 1 to 10 scale – with an overall score of 9,3).
