The objective of this assignment was to provide technical assistance to support government agencies and public agencies in the adoption of MTEFs thus allowing the government to make informed choices on their investment development.

The main outputs of the assignment were the design of the MTEF process that  provided detailed steps and related tools for: projecting revenues and expenditure in the medium term, setting sector objectives, outputs, and activities, analysing inter- and intra-sectoral trade-offs, building consensus on strategic resource allocation, setting medium term sector budget ceilings, unifying the recurrent and investment budgets and provide templates for budget submission and presentation. The plan also defined specific steps that were needed to be taken such as defining the scope and timing of MTEF implementation, identification of prerequisites for implementation, roles and responsibilities of related entities, timing for making changes to the budget classification and presentation, and recommend steps for developing consensus and ownership.
