Kenya: Training Workshop Performance Budgeting PDF Print E-mail

The general objective of the training was to build capacity on modern budgeting in Africa through training, regional cooperation and experience sharing. Additionally, the specific objective of the training workshop was to present, discuss and share best worldwide practice and African experience in performance budgeting for heads of budget and planning departments, senior budget officers, and chief accountants. Throughout this workshop, participants became more aware of both technical performance budgeting knowledge and skills in the budgeting process.

Training sessions on performance budgeting was provided for senior officials of Ministries of Finance, line ministries and Central Banks from ten different African countries. Training courses developed and training sessions held on:

  1. Performance budgeting and target setting
  2. Motivation and incentives in performance budgeting
  3. Performance budgeting in practice

Ferry Philipsen developed and used interactive group exercises including role play involving development and presentation of new policy and expenditure proposals in public safety. Training on performance budgeting also addressed the phase of identification and selection of performance indicators, monitoring of performance and evaluation of expenditure programs.
