Moldova: budget formulation and execution methodology PDF Print E-mail

In this project Ecorys provided advice to the Ministry of Finance of Moldova on multiple interconnected aspects of the methodologies for the national budget formulation and execution. The objective of the assignment was to assist the Ministry of Finance on improving the methodologies for formulation and execution of the national public budget.

The assignment dealt in particular with:

  • Improving the methodology for annual budget formulation, aligned with the MTEF process; 
  • Revising the legislation governing the budgetary system and budgetary process; 
  • Upgrading the rules and procedures for budget execution; 
  • Developing accounting and reporting rules, policies and procedures applied by the treasury system; 
  • Developing training materials on the application of new methodologies.
