The project aims to contribute to the accession of Bulgaria to the European Union. In particular, the project aims to assist Bulgaria with its share of the implementation of the Lisbon Strategy of 2000 according to which the EU strives for developing into the economically most competitive region of the world by the year 2010.

The project results will be as follows:

1. Improved capacity with the Enterprise Policy Directorate of the MoEE to further elaborate the national innovation strategy and monitor and evaluate its implementation;
2. Development of an instrument focused on individual techno-starters;
3. The Bulgarian Small Medium-sized Enterprises Promotion Agency is capable to implement the techno-starters instrument.

Services provided:

• Survey on financial schemes for innovation in the EU
• Support to annual reporting on innovation, monitoring and evaluation
• Training and study tour for MoEE
• Development of business plan for technostarters programmes at universities
• Support to selected universities to implement technostarters programmes 
• Development and implementation of financial scheme for technostarters programmes
• Training of staff of the Technology Department
• Organisation of PR events
