Poland: Pilot training in Performance Based Budgeting PDF Print E-mail

In order to prepare the introduction of performance-based budgeting across the entire administration of Polish government, the Chancellary of the Prime Minister selected a number of pilot ministries to gain experience with the principles of performance based budgeting. Ecorys was selected to support the Ministry of Internal Affairs in this pilot phase. The support of ECORYS consisted of the following elements:

  • Training on the principles of performance based budgeting tailor made for the different target groups within the Ministry. For the major policy units, a five day training was designed that focused on the development of objectives, indicators and targets. For higher management, a half-day training was designed that focused on the managerial implications of performance-based budgeting; for the regional accounting chambers, a two day training course was designed that focused on the implications for audit of performance based budgeting. 
  • On the job support in preparing draft performance based budgets.

Based on the experience gained in the application of the original performance-based principles, Ecorys provided feedback and suggestions for improvement to the Chancellery.
