The project aimed to improve the budgeting practices, procedures and processes and build capacity in the Ministry of Finance (MoF) and several line ministries, with particular focus on the Ministries of Transport; Education; Agriculture; Labour; Social Affairs and Family; Health; and Internal Affairs.

The key outputs of this project included: 

• improved capacity, across all ministries, to set strategic targets and define programme goals and objectives;
• functional reviews of the budgeting process, which resulted in revised budget procedures, providing for the development of an explicit medium-term fiscal framework; 
• recommendations on improving the internal budgeting processes were accepted in the Ministries of Finance, Labour, Education and Agriculture. Recommendations on improving programme budgets were also incorporated by all ministries; 
• introduction of new ways of working / modern procedures and processes across the Ministries;  and
• a framework (including detailed strategic plans, a baseline scenario methodology, treasury guidelines and internal budget directive frameworks) that provided a basis on which senior management can build to further improve budgeting practices and processes.
