The assignment dealt in particular with:

• Improving the methodology for annual budget formulation, aligned with the MTEF process;
• Revising the legislation governing the budgetary system and budgetary process;
• Upgrading the rules and procedures for budget execution;
• Developing accounting and reporting rules, policies and procedures applied by the treasury system;
• Developing training materials on the application of new methodologies.

Description of actual services provided:

• Diagnostic review the legal framework for national budget processe and system; existing processes for budget formulation and budget execution;
• Gap analysis and overview of best practices adopted by advance countries;
• Drafting new budget law and amending the corresponding laws;
• Training and capacity building on application of new methodologies related to budget formulation and execution as result of introduction of new budget classifications and chart of accounts, FMIS.
