This project concerns support for the restructuring of the land and maritime transport sectors in Lebanon. The project team of ECORYS has analysed current working procedures within DGLMT by performing desk research, analysing internal documentation and interviewing staff of all levels. An analysis of the transport sector in Lebanon was part of the study, as a good understanding of practices in this sector provides the basis for defining policy actions needed to be made by DGLMT. The feasibility of these actions could then be assessed.
A dialogue between the Lebanese authorities and private stakeholders was started during the project, in order to provide insight in the transport market and needs of concerned parties. This enabled the refinement of policies & regulations.

The reorganisation of DGLMT/LMTA concerned not only its internal organisation structure, but also its embedding in the national government, i.e. through developing legislative proposals for its policy tasks and objectives as well its relation with other institutional bodies.
