Russia: State Budget Reform PDF Print E-mail

The project aimed to support the institutional strengthening of the Ministry of Finance and pilot ministries.

This resulted in substantial progress, in particular in:

  • increased capacity amongst federal spending bodies to define objectives and set indicators of achievement;
  • increased capacity to develop consolidated reports setting out the goals and objectives of the government and individual ministries on a general performance management basis.

Furthermore, the draft 2006-2008 budget plans have been accompanied by an Explanatory Note to increase interest and awareness of budget reform progress in political and media circles, and disseminate to the wider public. 

Services we provided include:  

  • Legislative and regulatory development in the public sector;
  • Advising on the functions and structure of six Ministries;
  • Reform of the structure, operational procedures and administration of the Ministry of Finance;
  • Technical assistance in areas related to budget preparation and execution;
  • Design and delivery of study tours, training workshops and public awareness conferences; and
  • Capacity building and training of civil servants;
