This assignment dealt with the assessment of Public Finance Management (PFM) in South Africa using the Public Expenditure and Financial Accountability (PEFA) Performance Measurement Framework (PMF). The PEFA is intended to form the basis of a strengthened approach to PFM issues, to build consensus on particular strengths and weaknesses, to encourage government ownership and to eliminate duplicate assessment.

As part of this assignment, Ecorys provided the following services:

• Assessing PFM through interviews with different stakeholders
• Reviewing relevant studies
• Conducting workshops for involved stakeholders providing brief introduction to the Strengthened Approach to support to PFM reforms; the PEFA methodology, and techniques and indicators to be applied
• Exit-workshop/presentation of the assessment and discussions around the preliminary findings.
