The overall goal of the project is the enhancement of the innovativeness and competitiveness of the Bulgarian companies. The purpose of the project is to support the Government of Bulgaria with the development and implementation of innovation policy. The two main results of the project are: a/ The formulation of a National Innovation Strategy and a modernisation of the National Innovation System (NIS); b/ Establishing Innovation Fund. The project has been carried out to implement some of the strategic actions and make the related NIS elements working. The National Innovation Strategy has been published and is available at http://www.mi.government.bg/eng/. The Strategy has been approved by the Council of Ministers in August 2004.

The project especially emphasized on policy measures to bridge science and industry and to stimulate innovative SMEs. The Innovation Strategy is integrated into the Operation Programme on Competitiveness, and into the National Economic Development Plan.

Two pilot projects have been implemented within the framework of this project:

  • Establishment of an Innovation Fund for innovative companies that commercialise R&D. Proposed projects of innovative companies will be eligible for budget funding from the BG government. Experts prepared all the documents necessary to start up and organise the Fund, as well as guidance on how to monitor and evaluate the effectiveness of the operations of the applicants’ projects. 
  • Advice to technical universities on entrepreneurship programmes: organization of seminars on entrepreneurship and advice on implementation of programmes.

Services provided:

  • Inventory of the National Innovation System
  • Survey of best practices in the EU on R&D and innovation
  • Advice on Innovation Strategy and measures, as well as implementation mechanisms
  • Policy advice on how to establish the Innovation Fund
  • Institutional building of civil servants and Ministry of Economy ’s directorates
  • Develop 10 case studies of innovative companies
