Study to restructure current contracts and concessions for ferry operations and port facilities to the Wadden islands in the Netherlands to meet EU regulations. The objectives of the study is to analyse possible forms of contracting and concessioning, establish the financial and socio-economic impact of various forms of contracting, establish contracts in line with EU regulations and define the right levels of public administrative responsibility and the creation support for the restructuring of contracts and responsibilities with public and private parties.

The study consisted of:

• Socio-economic and financial cost benefit analysis;
• Definition of appropriate contracting/concession forms;
• Public administration review;
• Legal review concessions.
