Europe is heading towards full liberalisation of the postal sector. To see whether liberalisation actually leads to entry of new postal operators and an increase of competition, ECORYS conducted a study on the development of competition in the postal sector in the (at that time) 25 EU Member States. In addition, ECORYS made an assessment of the expected development of competition after full market opening.
