The course dealt with topics like the budget cycle, Medium Term Expenditure Framework (MTEF), PEFA (Public Expenditure Financial Accountability), PER (Public Expenditure Review), Budget analysis, how to assess PFM systems, Fiscal Decentralisation, and SIDA’s role in PFM. As a result of the training, the participants have become more familiar with relevant PFM topics and are better able to participate in a policy dialogue and use the PFM tools in a more appropriate way. PFM reform course Course on PFM reform with a focus on: elements of PFM reform (Macroeconomic framework, Policy and planning, Budget preparation, Parliamentary approval, Management of liquidity, Execution control Accounting & reporting, Monitoring & evaluation, External audit, Public & parliamentary scrutiny), From diagnostics to PFM reform, The political economy of PFM reform, Experiences with PFM reform, and constrains to reform. This course targets SIDA staff that is involved in PFM reform agendas, or design of SBS of GBS operations.
