This project aimed at establishing a strengthened and sustainable MTEF process in the Social Sectors (Health, Education and Social Protection). The specific results achieved included establishing an MTEF process in the Social Sector.  The project was sub-divided into three inter-dependent components:

• Support to the Ministry of Finance (MoF), Budget Commission, and the three line ministries Health, Education and Social Protection (for example on guidelines for the budget preparation process, procedures and methodologies, costing budgetary planning and programming) 
  
• Developing an automayed system and associated software for budget submissions and their processing in in collaboration with the MoF IT unit.
  
• Designing and implementing a detailed and demand-driven training and capacity building programme.
