Period: 2004-2006

It concerned the elaboration of a water management plan for the Harju sub-river basin district in Estonia, which is in line with the EU Water Framework Directive. The technical assistance focused on the need for future investments in the water and sewage sector. The results were used to compile a manual describing the methodology and good practices for the formulation of other water management plans in Estonia.

Services provided were: (i) Water Management Plan development for the Harju River Basin, including measures selection and cost-effective ranking; (ii) the production of a manual for the implementation of WMPs for Estonia; (iii) organising Public Participation activities; and (iv) the delivery of training workshops and brainstorming sessions related to water management planning, legislation and regulations.
