Detailed Narrative Description of the Project:
Following a competitive tender in January 2007, the World Bank commissioned ECORYS to provide support to the Government of Turkey, represented by the Treasury. This support was to take the form of a review in order to strengthen and harmonise the policy, institutional and legal framework for second generation PPP projects in Turkey. This is the first phase of a two phased study. The first phase is funded by World Bank’s Public Private Infrastructure Advisory Facility (PPIAF). Based on the results of phase one, funds will be sourced for phase two.

The objective of the technical assistance support is, based on Turkey’s past experience in PPP (BOT and BO) projects, to develop a strategic implementation framework and potential PPP program, which will introduce an environment that facilitates PPP projects, provides comfort to potential investors, and provides guidance and direction to implementing agencies.

Description of Services provided by ECORYS:
Components of the consultancy services provided by ECORYS included:

  • Review and analyse past experiences in PPP (i.e. BOT and BO projects) in Turkey;
  • Review the latest draft PPP law and define the legal capacity of various public bodies to enter into contractual arrangements with the private sector;
  • Prepare policies and/or laws establishing minimal requirements for consultation with stakeholders;
  • Recommend a PPP institutional framework;
  • Outline the specific roles and relationships between any new institutions to be established and other Government departments and agencies;
  • Prepare an implementation plan for the establishment of a PPP Unit.
