How does one develop that newly available site near the railway station into an attractive part of the inner city? How does one organise the regeneration of that depressed neighbourhood?

Integral spatial development is per definition a complex process. It involves a large number of actors and different land uses. A variety of diverging interests need to be accommodated within the process leading ultimately to a widely supported high quality plan. Furthermore levels of investment and risk must also be acceptable.
