The focus on social security has changed from income protection to welfare in work policies. Social security is no longer meant to be a hammock but a trampoline, catching people when they are temporarily out of work and helping them to return to work as soon as possible. 

Social security and poverty reduction strategies consider those issues closely linked to social inclusion, securing income protection and financial viability of social security systems and reducing benefit dependency by giving the right incentives to employers and employees to work.
