Transport infrastructure is a key factor in social and economic development. It provides access for regions and cities, enabling the movement of goods and persons. Construction of new infrastructure usually requires substantial expenditures from the government or infrastructure managers. Decisions to invest in new infrastructure thus need to be well based. A thorough insight in the socio economic costs and benefits is thus required, not only for society as a whole, but also for specific groups and regions.

Once constructed, substantial budgets need to be spent (annually) on maintenance of roads, railways or other transport infrastructure. This requires sufficient funds and efficient and effective spending of such funds. The effectiveness of expenditures can be further improved by an optimal management of the use of the infrastructure.
