Mobility is important for people, socially as well as economically. Moreover, it is an essential component of the economic and spatial development of cities, regions and nations. But mobility also creates noise, congestion and pollution and uses scarce resources. That is why governments at all levels are interested in furthering mobility, but not at all costs. At the same time they are trying to limit the negative impacts of mobility by limiting demand at certain times and places and by furthering alternative modes that have smaller negative impacts.
